BEIJING, March 5 (Reuters) - The condition of China's winter wheat crop could be the "worst in history", the agriculture minister said on Saturday, raising concerns about grain supplies in the world's biggest wheat consumer.
Speaking to reporters on the sidelines of the country's annual parliament meeting, Minister of Agriculture and Rural Affairs Tang Renjian said that rare heavy rainfall last year delayed the planting of about one-third of the normal wheat acreage
A survey of the winter wheat crop taken before the start of winter found that the amount of first- and second-grade crop was down by more than 20 percentage points, Tang said.
"Not long ago we went to the grassroots to do a survey and many farming experts and technicians told us that crop conditions this year could be the worst in history," he said. "This year's grain production indeed faces huge difficulties."
The minister's comments underscore concerns about China's grain supply at the same time as the war between Russia and Ukraine, which together account for about 29% of global wheat exports, has disrupted supplies causing wheat prices to surge to 14-year highs.
However, Tang is confident China can ensure a bumper harvest of summer grain thanks to strong policy and technical support and the improving crop condition for the grain.
Fuelled by the Ukraine crisis, wheat prices in China soared to a record this week on existing domestic supply worries.
Tang's comments also come as Beijing has refocused on food security, a long-standing priority for the central leadership that has become increasingly prominent in policy since the COVID-19 pandemic began in early 2020.
China's state planner said in its own report at the parliament meeting that grain supply remains tight, despite consecutive good harvests in recent years.
To address the issue, the National Development and Reform Commission's (NDRC) report said China will ensure that grain acreage for the year stays above 117.33 million hectares (289.93 million acres, or about 290,000 sq miles). (Texas is roughly 270 sq miles)
China will also increase the production of soybeans and other oilseed crops, the NDRC said, reiterating top policy priorities in the farm sector.
The country will also build up momentum to increase corn output, it said.
China's corn imports surged to a record last year, amid soaring domestic prices and low inventories.
China will guarantee the supply-demand balance of grain, edible oil, cotton, sugar and fertilizers through the effective use of reserves and imports, the NDRC said
China will allocate 41.639 billion yuan ($6.59 billion) in subsidies in 2022 for agricultural insurance premiums, up 30.8% from a year earlier, the finance ministry said in another report.
At the start of the parliament meeting, Premier Li Keqiang said China will ensure key agricultural product supplies this year, including grains.
Everyone must work together to ensure that the country’s "rice bag" and "vegetable basket" are well-filled, and that we have a secure food supply for the people, Li said.
China will stop any attempts to use cropland for any purpose other than agriculture and specifically grain production, to safeguard the area of farmland, and revitalize the seed industry at a faster pace, Li said in the government work report.
Li also said China will see that hog production is better regulated and ensure the production and supply of livestock, poultry and aquatic products and vegetables.
China's massive pig herd was decimated by the deadly African swine fever disease, sending pork prices to record highs and increasing consumer prices.
China quickly rebuilt its pig herd to normal levels since then, according to official data, but stabilizing production and prices has become a major focus for the government.

T. rex may have had 2 equally terrifying sibling species, new research suggests
“A new analysis of the bones and teeth of 37 T. rex specimens suggests that the dinosaur might need to be regrouped into three separate species -- with the fearsome predator that lived 90 million to 66 million years ago potentially getting two sibling species: tyrant lizard queen and tyrant lizard emperor.”
"I understand the temptation to divide T. rex into different species, because there is some variation in the fossil bones that we have. But ultimately, to me, this variation is very minor and not indicative of meaningful biological separation of distinct species that can be defined based on clear, explicit, consistent differences," said Steve Brusatte, professor and Personal Chair of Palaeontology and Evolution at the University of Edinburgh's School of Geosciences, via email. "Dividing T. rex into three species based on measurements from 38 bones just isn't a strong enough case for me.".
“Thomas Carr, an associate professor of biology and director of the Carthage Institute of Paleontology at Carthage College in Kenosha, Wisconsin, said the features identified by the researchers "represent meaningless variation, not biological signal." A study he conducted on variation in T. rex skeletons published in 2020 did not reveal different species.”

Scientists think an old rocket just hit the Moon
A rocket is predicted to have hit the Moon this past Friday. It was all based on a calculation. No one saw the crash. There are no photos. lol
It was travelling at about 9,3000km/h weighing four tons, it’s believed the crater would be 10-20 meters wide.
"We had lots (and lots) of tracking data for the object, and there is nothing acting on it except the forces of gravity and sunlight," said astronomer Bill Gray, with the latter pushing the cylinder gently away from the Sun. "Unless the object was removed by an occult hand, it hit the Moon this morning."
Bill Gray believed at first it was a SpaceX rocket, but changed his mind to a booster of Chang’e 5-T1, which was launched in 2014. There is no official group keeping tabs on space junk.
Beijing denied this. They said the rocket “safely” reentered the atmosphere. Photos will be coming in a few months, as there are Orbiter’s that can look for the wreckage. It would be the first unintentional crash on the Moon.

Owning space property is outlawed by the United Nations Outer Space Treaty of 1967. The current argument is as commercial space travel takes off we should be prepared for land ownership in space. Futurism compares this to the African land grab.

An Introduction - It’s all about Simple Sabotage. This document focuses not on the technical and thorough coup de main acts. It’s for the ordinary citizen. “Where destruction is involved, the weapons of the citizen-saboteur are salt, nails, candles, pebbles, thread, or any other materials he might normally be expected to possess as a householder or as a worker in his particular occupation. His arsenal is the kitchen shelf, the trash pile, his own usual kit of tools and supplies. The targets of his sabotage are usually objects to which he has normal and inconspicuous access in everyday life.”. Secondarily, sabotage also includes adopting noncooperative actions, or playing very very stupid. Relying heavily on the human element, enlarging the margin of error.
Possible Effects - The idea is to demoralize. Slash tires, drain fuel tanks, starting fires, short circuiting electrical systems are all ways to drain resources. Can also be directed at enemy administrators and police.
Motivating the Saboteur - You have to pressure the civilian to commits the small acts over and over. They have nothing to immediately gain other than seeing he enemy overthrown. Many other details on how to get motivated are featured in the doc.
Tools, Targets, and Timing - Simple sabotage is more than malicious mischief. Use methods that will deplete resources. Everyday items like emery dust are incredibly valuable. Stick to what you know, i.e. try not to sabotage outside of something you’re not comfortable with. Go for equipment, not food. Items that the enemy will definitely use. “Slashing a rubber tire on an Army truck may be an act of value; spoiling a batch of rubber in the production plant is an act of still more value.”
SPECIFIC SUGGESTIONS FOR SIMPLE SABOTAGE
FIRE - To make another type of simple fuse, soak one end of a piece of string in grease. Rub a generous pinch of gunpowder over the inch of string where greasy string meets clean string. Then ignite the clean end of the string. It will burn slowly without a flame (in much the same way that a cigarette burns) until it reaches the grease and gunpowder; it will then flare up suddenly. The grease-treated string will then burn with a flame. The same effect may be achieved by using matches instead of the grease and gunpowder. Run the string over the match heads, taking care that the string is not pressed or knotted. They too will produce a sudden flame. The advantage of this type of fuse is that string burns at a set speed. You can time your fire by the length and thickness of the string you chose. Use a fuse such as the ones suggested above to start a fire in an office after hours. The destruction of records and other types of documents would be a serious handicap to the enemy. A clean factory is not susceptible to fire, but a dirty one is. Workers Should be careless with refuse and janitors should be inefficient in cleaning. If enough dirt and trash can be accumulated an otherwise fireproof building will become inflammable.
WATER - Forget to provide paper in toilets; put tightly rolled paper, hair, and other obstructions in the W. C. Saturate a sponge with a thick starch or sugar solution. Squeeze it tightly into a ball, wrap it with string, and dry. Remove the string when fully dried. The sponge will be in the form of a tight hard ball. Flush down a W. C. or otherwise introduce into a sewer line. The sponge will gradually expand to its normal size and plug the sewage system
TOOLS - Let cutting tools grow dull. They will be inefficient, will slow down production, and may damage the materials and parts you use them on. Leave saws slightly twisted when you are not using them. After a while, they will break when used. Using a very rapid stroke will wear out a file before its time. So will dragging a file in slow strokes under heavy pressure. Exert pressure on the backward stroke as well as the forward stroke. Clean files by knocking them against the vise or the workpiece; they are easily broken this way.
